PLA camps will go if brig gen rank given, Dahal


KATHMANDU, FEB 27 - UCPN (Maoist) Chairman Pushpa Kamal Dahal has proposed that PLA cantonments will be vacated within 2-3 weeks, provided the parties agree to offer the rank of an 'honorary brigadier general' or a colonel to a PLA combatant opting for integration in the Nepal Army (NA).
Dahal on Sunday tabled the proposal as per the responsibility entrusted on him by a three-party meeting on Friday. Dahal was assigned to prepare a consensus proposal on the disputed issues of the peace process, while NC President Sushil Koirala and UML leader Madhav Kumar Nepal had been given the responsibilities of preparing consensual proposals on transitional justice mechanisms and constitution writing respectively.
Koirala and Nepal, however, failed to table their proposals due to "complexities surrounding the issues."
In Sunday's three-party meeting, Dahal also said that the cantonments would be vacated within the propsoed period, but that there should be progress in the constitution drafting and the Truth and Reconciliation Commission fronts.
The tlwo opposition parties, however, reiterated that the constitution drafting process will be completed only after the cantonments are vacated.
Dahal said the parties must prepare an objective outline on the integration of combatants on the basis of a non-paper presented by the Army.
Maoist leader and Special Committee member Barsa Man Pun said there has been an informal understanding among the parties to offer a brigadier general's rank to a combatant. 
In Sunday's meeting, Dahal also proposed slashing the duration of the bridging course to be provided to Maoist combatants by the Army. The NA has proposed three months for such a course.
